Online Casinos in Slovakia: Licences, Taxes and Responsible Gambling
This article is not a list of “best casinos” and it is not advertising. It explains how the gambling market in Slovakia works from a legal point of view: which sites operate legally, how to check a licence in a minute, whether tax is paid on winnings, what to do if gambling becomes a problem, and what risks unlicensed sites carry.

Slovakia has a free, round-the-clock helpline for gambling problems: 0800 131 000 (from abroad +421 587 875 800). It is run by Odborný liečebný ústav psychiatrický Predná Hora. The call is free and anonymous.
Who regulates gambling in Slovakia
The market is regulated by the Úrad pre reguláciu hazardných hier (ÚRHH) — the Gambling Regulatory Authority, which reports to the Slovak Ministry of Finance. The main law is Act No. 30/2019 Z. z. on gambling.
The key rule: to offer an online casino or online betting legally in Slovakia, an operator must hold an individual licence issued by the ÚRHH and must operate on a specific approved domain. A licence from Malta, Curaçao or any other country has no force in Slovakia.
The authority publishes an official list of legal sites, as well as a list of blocked domains that Slovak internet providers are obliged to restrict access to.
How to check a licence in a minute
- Open the “Legálne webové stránky” section on urhh.sk — it holds the official file listing operators and approved domains.
- Find the domain you are on. It must match exactly, down to the domain: mirrors, subdomains and lookalike addresses are not on the list.
- Check that the licence type matches what you are playing: “internetové hry v internetovom kasíne” means casino, “internetové kurzové stávky” means sports betting.
- On the operator’s own site, the licence number and its validity period are usually shown at the bottom of the page — cross-check them against the register.
Signs of an illegal site: no Slovak licence in the ÚRHH register, a domain that is not on the list, registration without identity verification, payments accepted only in cryptocurrency, and no link to the register of excluded persons.

Online sports betting
As at the same date, eight operators hold an online betting licence (kurzové stávky): doxxbet.sk, ifortuna.sk, nike.sk, monacobet.sk, synottip.sk, etipos.sk, tipsport.sk, chance.sk.
Tax on winnings
Winnings from gambling operated under a licence issued in accordance with Act No. 30/2019 Z. z. are exempt from income tax under § 9 of Act No. 595/2003 Z. z. on income tax. The size of the win makes no difference.
The essential point: the exemption is tied to the operator’s licence, not to the size of the win. If you played on a site without a Slovak licence, the tax position becomes unclear and depends on your tax residence and the particular circumstances — this is a case for asking a tax adviser rather than a forum.

The register of excluded persons (RVO)
The RVO is the state register of people who are barred from gambling. Licensed operators must check it at every registration and every log-in, so the mechanism works both online and in land-based venues.
The register covers people over 18 who:
- have applied for self-exclusion themselves;
- belong to a household receiving assistance in material need;
- have been diagnosed with pathological gambling;
- are full-time university students receiving a social scholarship;
- have been banned from gambling by a court;
- are required to pay maintenance for a child entitled to substitute maintenance;
- are subject to criminal proceedings for non-payment of maintenance.
How to apply for self-exclusion
The application form is available on urhh.sk. You can submit it by post to Úrad pre reguláciu hazardných hier, Križkova 9, 811 04 Bratislava, through the slovensko.sk portal with a qualified electronic signature, or in person at the authority’s office during opening hours. The authority accepts only signed applications no more than three months old. The minimum exclusion period is six months.

What you risk by playing on illegal sites
- No protection in a dispute. If a site does not pay out your winnings, the Slovak regulator cannot help you — it has no powers over an unlicensed operator.
- Access and payments get blocked. The ÚRHH keeps a list of prohibited domains that is updated weekly; telecoms providers and payment services are obliged to enforce it. Your money can end up stuck mid-transaction.
- Uncertainty over tax. The tax exemption is tied directly to a licence under Slovak law.
- Protective mechanisms do not work. Illegal sites do not honour self-exclusion through the RVO.
Responsible gambling: the basic rules
- Gambling is a paid form of entertainment, not a way of earning money and not a solution to financial problems.
- Set your limit before you start playing and use the self-limitation tools — licensed operators are required to provide them.
- Never gamble with borrowed money and never try to win back your losses.
- The minimum age is 18.
- If you notice that you are playing longer and for more than you planned, hiding it from those close to you, or borrowing money to gamble, that is a reason to call the 0800 131 000 helpline.
Gambling problems are not a matter of willpower but a recognised medical condition that can be treated. Asking for help early is far easier than dealing with the consequences a year later.

Yes, provided the operator holds an individual ÚRHH licence and you are playing on a domain from the official list. The minimum age is 18.
Is a Malta or Curaçao licence valid in Slovakia?
